Have been looking at this area for few years, the product that we are using now is call Nsurvey which I sourced many years ago and it’s a free code on ASP platform but it’s not been updated any more.
Today I got another two alternatives, one is from http://www.freepolls.com, it’s not free but extremely cheap and they claimed that they the leading provider. Another one attacked me from sourceforge.net, called "limesurvey". You can either download and setup your own survey portal, or use thier free SaaS "www.limeservice.com", the unique thing is that they charge by bandwidth which is more reasonable and damn cheap.
Still searching free code for vote / survey? No, SaaS is the future of Software.
